Sorry to hear you are having this issue with wanting the 8.4 and can't get it. I was lucky to order my Lux when I did. I was a bit worried but it came in with the 8.4 and the new front and back fascia.
If they change the rotors and then put the the wheels back on with an impact wrench they are probably warping the new rotors. Chrysler rotor are known to do this. When you have your tires changed have them use a torque wrench and hand tighten to specs.
It did on my Journey. They had one on the lot with all the options I wanted except for AWD. They ordered one for me with the same options and AWD for $100.00 less than the one on the lot.
If you call losing 1.3 Billion dollars on the deal being successful I would call that not only a bailout but a massive failure of our government to protect taxpayer money.
Couldn't find anything on the Fram but here is a link to show you what you are looking for.

A funny side story to the dead battery problem. Today my battery in my Dodge ram Rumble Bee went dead. It is a 2005 model and this was the original factory battery. Guess I can't complain about getting 6 years out of a battery.
Possibly one or more tires are "out of round". That would certainly make it ride rough. My 2011 rides like a dream on the 19" wheels. Much smoother than my Dodge Ram with 20s.
Body Control Module (BCM). Go to the thread about dead batteries in the TBS, recall, maintenance section. " DodgeCares" has a good writeup on the subject.
