Dodge Journey, lift gate/back hatch/5th door won't open

My Dodge Journey lift gate won't open I tried spraying penetrating oil through small rectangle access opening and under lift gate from the inside and each side of the handle from the outside and then tried turning white plastic (+) (- -) option through the access opening under the lift gate interior light and it didn't work is there any other suggestions. Would going in through over the license plate from the outside be another option?

2009 Dodge Journey lift gate access opening to open lift gate is not working. Can the panel on the outside that the license plate mounts to be removed by the four screws at the top of that panel be removed to get access to the latch

just a thought did you use the unlock button in the front doors before you tried opening the hatch thur the opening??? you might run it by a local body shop for more help as they would have done  such things before.... and i am sure you can't access the lock from the outside without butchering the metal

Doors that have also have manual access lock actuator much easier to magyver open with their metal arm.

This latch is cable only coming from handle.
I would study the latch pics below and try using a piece of wire or coat hanger to try hooking latch pivot directly.
