Brake Control Install

So, today I ran all of the wires to install my brake control in my 2011 Journey. When it came to the brake signal wire, I had a problem. The normal way of hooking this wire up would be to find the wire at the brake pedal that supplies 12 volts when the brake is pushed. My test light was not showing any such wire, so I pulled out the multi-meter. The only wire that changes when I push on the pedal is the middle one (of 3) but it only changes from 1v with no pedal to 2v when pedal is pushed. This will not operate a brake control.......

Does anyone know a different place to get signal from? Anyone know a Dodge mechanic who will share this info?
