I was hoping that someone would chime in with an idea because I have the same issue. I replaced the RH park brake cable as well, ordered and installed a new caliper lever return spring thinking the original was stretched. Several applications and releases and same result, lever does not return completely to the stop. The right wheel rotates with resistance until the lever is pushed by hand to the stop. So I imagine when driving there is excess friction and heat being generated at the right hand brake pads. My next plan is to install new rear pads and inspect all parts for free movement.
