Yes, it makes the noise whether the car is running, or shut off. It even does it when the keys are not even in the ignition. Any idea what component is under the center console there, that could make a buzzing noise?

I have a 2015 Dodge Journey, and its got a really loud buzzing sound coming from under the center console, right where the gear shift is. It does this all the time, even when the car is not running. It just started doing this tonight. What's under that center console by the gear shift that could be making this noise? Thanks for you help
